Is this an awkward crop with her arm projecting off the side of the image as it does?

Not ideal but it's probably more disturbing to a pro than a private individual. What are you using it for?

Nothing professional, just a snapshot for personal use. But the more I look the more awkward it becomes. 

Pros are drilled to avoid cropping limbs like that. A pro who sees it will go "Why did he crop her arm like that?" Now, you can get away with breaking this rule, if it adds to the photo. But it will have to be obvious that it improves the photo. In this case, it's like you say. The moment you notice the arm, it's all you see in the photo and you don't notice the face anymore. So, I think there is a good case for trying different crops that provide a more natural flow.
