I thought it flashed when it suggests the shutter speed is too slow for the focal length, rather than when off.

I presume when in A mode the shutter speed selected by the camera for your aperture must be below the threshold i.e. 1/focal length. So, for example, if you are using a 55mm and a setting of f8 gives you 1/30th, it will flash.

 

This will also vary depending upon your ISO setting. A higher ISO will lead to a faster speed and stop the flashing.

 

That said, because the hand is flashing, it doesn't mean your shot will be blurry.

Check page 59 of the English manual, if the icon is actually the "Camera shake warning". In that case its  a problem of exposure and the traditional solutions apply.
