Just bought a used A6500 with 8000 shutter count. It came with a 18-135 zoom. This is my first Sony mirrorless but I am not new to digital cameras. Camera came with firmware 1.02 and I updated to 1.06 (last update from 2019) immediately. 

When I set the ISO, I notice two problems:

(1) Manual ISOs are not available (greyed out) - when I try to choose an ISO, it says "This operation or setting not available as follows <Gamma> <S-log3>"

(2) When I enter "AutoISO" options, the "minimum auto ISO" cannot go lower than 800 ("maximum auto ISO" is fine).

P.S. I am using "P" mode when I tried to adjust ISO settings described above.

I tried factory reset but no difference.

Any help??

P.S. If you ask - my picture profile was "OFF"

I did more research on the message I got when I tried to manually select ISO, about "S-log3".

I read Sony's description about "S-log3" (gamma curve) and the ability to customize this in picture profile. Therefore I decided to try making a custom picture profile:

In "PP1"  - I set "gamma" = still (changed from "movie") and "Color" = still (changed from "movie").

After setting this custom picture profile, all manual ISO settings are now available and "Minimum Auto ISO" can now go as low as 100!

Whatever the default factory setting decides to set all these ISO limitations (without any customized settings by the user) in the first place, I have no idea!!
