For outdoor, I'd go with a wide to mid focal length lens - 35 or a 50mm prime

For bokeh, again a wide aperture lens - F1.4, F1.8, F2.8 all great options - the smaller the Fstop the more bokeh, and primes are cheaper

Of course, you could go with a standard 24-70mm focal length at F2.8 and be well suited for most any occasion :)

I'm a bit surprised at the trend towards using wide angle lenses for portraits - as "standard" or short telephoto lenses have been known to give more flattering perspective for over 100 years!.

For great bokeh, as William says, use a low f stop, but also, the higher number and shape of the aperture blades will make it smoother and bokeh is easier to achieve with longer focal lengths.

Lower f/ stops are a lot more common in prime lenses. Personally, I love my Voightlander 50mm (manual) lens and would go for an 85mm fast prime for portraits.
