Please be more specific.  It looks in focus to me.

If you were trying to get both birds in focus, I think you were being too ambitious. You would need to have a much narrower f stop (f22) to get anywhere near the depth of field. But if you did this, then the shutter speed would be too slow.

Good point.  At 600mm, you'd need a lot more than f22!

The question is way too vague. What's the actual problem? For a lack of info folks here are just guessing at what you were trying to achieve.

Ok lemme give that a shot:

 - Did you try to focus on the bird in the foreground?

 - Did you try to focus on the bird in the background?

 - Did your camera get confused by the high contrast tree branches in the background?

 - Did your camera focus on the fence?

 - Did your camera focus on any other part that you didn't want it to? (on the low-res jpeg everything between the grass in front and tree seem in focus)

... ok I give up.

That's OK.  There are just some photographs that are impossible to make.  That's one reason artists can make a living.
